What Is Whole-Child MTSS?

Edtomorrow’s Whole-Child MTSS Framework is a proactive, layered approach that helps schools support students academically, behaviorally, and developmentally by first supporting the adults who serve them.

Rather than treating MTSS as a set of interventions that begin only after problems arise, our framework centers connection, predictability, and shared practices as the foundation for student success. Strong Tier 1 systems reduce the need for intensive Tier 2 and Tier 3 supports, while aligned Tier 2 and Tier 3 structures ensure students and staff receive coordinated, responsive support when challenges do occur.

This approach strengthens school culture and climate while addressing persistent challenges such as absenteeism, discipline inconsistencies, disengagement, and staff burnout.

Tier 2 Targeted Supports

For classrooms and adults needing additional alignment

Tier 2 supports strengthen consistency when universal practices alone are not enough. Edtomorrow’s Tier 2 work focuses on aligning classroom practice and leadership responses to reduce variability and improve follow-through.

  • Accountability and Approaches to Classroom Discipline Training (201T)- Professional learning that helps teachers respond to behavior with clarity, consistency, and intentional accountability.
  • Leading Accountability Systems (201A)- Training for administrators to align expectations, decision-making, and discipline systems across the campus.

Tier 3 Intensive Supports

For students and systems needing structured re-entry

Tier 3 supports provide intentional structure for students experiencing significant disruption. Edtomorrow’s Tier 3 work helps schools create clear, supportive pathways for re-entry that reduce repeat challenges and strengthen long-term success.

Our Tier 3 Supports include:

  • Re-Entry Systems for Support and Success (301)- Structured processes that support students returning after extended absence, removal, or crisis.
  • Re-Entry Planning Tools- Practical templates and preparation tools that promote clarity, accountability, and follow-through.
  • Leadership Training for Intensive Supports- Guidance for administrators leading complex re-entry situations.
  • Repair Circles and Re-Entry Meetings- Facilitated structures that support accountability, relationship repair, and reintegration.
